On July 1, 2015, more than 250 congressional and administration staff, journalists, and other Washington, D.C., policy stakeholders convened for a briefing to examine consumers’ experiences with enrollment in Affordable Care Act (ACA) coverage expansion options so far, and remaining ACA implementation issues and challenges.
The briefing was comoderated by Ed Howard of the Alliance for Health Reform and The Commonwealth Fund’s Sara Collins. Ms. Collins began the briefing by highlighting key findings from the Fund’s latest ACA tracking survey. Tim Jost of Washington and Lee University School of Law explained that even after the King v. Burwell decision, which was issued just days before the briefing, many ACA lawsuits are still pending. Brian Webb of the National Association of Insurance Commissioners detailed upcoming key deadlines for insurers in the rate filing process and key issues for state insurance regulators going forward. Kevin Lucia of the Georgetown University Health Policy Institute discussed the future challenges facing state-based marketplaces and consumers. And Peter Lee of Covered California discussed California’s experience implementing the ACA’s coverage reforms.
