Analysis of State Payment Policies for the Qualified Medicare Beneficiary Program

The project aims to construct a state‐level database of state payment policies for dual-eligible beneficiaries, and longitudinal measures of Medicaid payments to providers for Part B deductibles and cost-sharing. This will be accomplished through three complementary research activities. First, the Urban Institute will design, test, and field a state survey of Medicaid policies for duals in the Qualified Medicare Beneficiary (QMB) program. Second, Urban will conduct an electronic search to assess states’ lesser‐of payment policies. Third, the project investigator will lead an empirical analysis of longitudinal trends in states’ payments for Medicare claims that “cross over” to Medicaid.
