SSRS proposes a shift in how the biennial survey is conducted, moving from randomly sampling via telephone to a hybrid design that comprises random sampling from mailing addresses, SSRS’s Opinion Panel, and people who use prepaid cell phones, with the majority of respondents completing the survey online. This approach, which is designed to lower costs and ensure representation of people of color and lower-income adults, was used in the most recent Fund/SSRS health insurance survey. A sample size target of 7,500 will enable the detection of statistically significant differences among people of different racial and ethnic groups and income levels. To assess the effect of the new sampling approach, SSRS will conduct a small, 1,000-respondent cell-phone sample.
