Manatt will provide timely policy and analytic support to the Coalition through Appleseed as it evaluates proposing a provider tax (or taxes) to fund the nonfederal share of expansion. Specifically, Manatt will 1) advise the Coalition on the federal parameters for provider taxes, 2) analyze the size and distribution of a hospital tax, 3) analyze the size of a managed care tax (subject to data availability), 4) identify other types of providers that could be taxed, and 5) provide related ad hoc support during the opening weeks of the legislative session.
