This project will support development of national-, state-, and HRR-level health care spending and quality measures using 2017 MarketScan data, representing adults ages 18–64 with employer-sponsored health insurance. Following the methods previously developed when producing 2009 and 2013–2016 per-enrollee spending estimates for previous Commonwealth Fund Scorecard reports, estimates produced for this project will be regression-based, controlling for enrollees’ age, sex, as well as benefit design of the enrollee’s insurance plan. In addition to per-enrollee spending estimates, the project team will again produce 10 health service utilization/quality measures, to be reported at the national, state, and HRR level.
