This project aims to identify policy options to expand access to the home health benefit and make it more equitable for beneficiaries and caretakers. The project will conduct an environmental scan and interviews with Medicaid experts to identify and assess lessons from Medicaid’s experience to meet the diverse chronic care needs of beneficiaries, identify barriers to access by race/ethnicity, and assess solutions. The project also will incorporate the voice of a diverse array of Medicare beneficiaries and caregivers through interviews. To put the findings together, the project will convene an expert panel to identify recommendations for dissemination strategies.
