This project aims to illustrate the broker compensation model across different plan types and examine trends in Medigap coverage of expanded benefits. The research team will conduct a quantitative analysis of the structure and change in broker commissions for enrolling beneficiaries in Medicare Advantage versus Medigap plus a Part D plans, using expert interviews, data from the Centers for Medicare and Medicaid Services, and data from the National Association of Insurance Commissioners (NAIC) from 2016 to 2020. Using the same NAIC data, the researchers will identify trends among Medigap plans that offer supplemental benefits – including dental, vision, hearing, and transportation – traditionally offered by Medicare Advantage plans.
