Avi Herring

Avi Herring, M.P.A., is a director with Manatt Health. He provides policy analysis, financial modeling, and project oversight to a wide array of clients on issues related to Medicaid payment and delivery system reform. He advises states, hospital associations, and providers on innovative Medicaid payment and nonfederal share financing strategies that meet client goals within the parameters of a changing federal regulatory environment. His background also includes experience developing financing strategies across federal and state funding streams to support whole-person health. Prior to Manatt, Herring was a planning executive at UJA-Federation of New York, where he played a lead role in key organizational strategic initiatives. Herring earned an M.P.A. from the Robert F. Wagner Graduate School of Public Service at New York University.
