Harkness Project Title: Evolving Quality Registers in the U.S. and Lessons from the Swedish Experience

Biography at time of Harkness Fellowship: Charlotta Levay, Ph.D., M.Sc., a 2013-14 Swedish Harkness Fellow in Health Care Policy and Practice, is an associate professor specializing in organization theory at Lund University School of Economics and Management. This past year, she served as special adviser to the Commission on the Future of Sweden, working on challenges to justice and social cohesion. Her academic work has centered on health care organization, leadership, and transparency – particularly on the case of the Swedish National Quality Registries. She has several peer-reviewed journal articles, including in The Leadership Quarterly and Organizational Studies. Before her career in academic, Levay served as an editorial columnist and reporter. Levay holds a master’s of science in business and economics and received her Ph.D. in business studies from Uppsala University in Sweden.
Project: Levay intends to describe the current uses of the Swedish National Quality Registries – e.g., research, local quality improvement, and public reporting of health care quality – and to compare these registries with similar patient registries in the United States. The study is designed as a comparative case study drawing on several data sources in Sweden and the U.S., including interviews, observations, and secondary written materials. The study will explore accomplishments of Swedish National Quality Registries that could serve as sources of inspiration for new initiatives in U.S. health care. It will also examine contextual features to assess possible challenges to such initiatives.
