Harper Eisen, M.P.H., is a junior associate at Impact Health Policy Partners, where she supports a wide range of health policy initiatives through legislative and litigation tracking, policy research, and analysis. She brings a strong foundation in health policy and public health, along with a deep commitment to advancing health equity. Before joining Impact, Eisen worked with Reproductive Freedom for All and Pro-Choice North Carolina, where she led advocacy, research, and coalition-building efforts to advance reproductive health equity, counter misinformation, and mobilize communities. As a Graduate Research Assistant, she partnered with stakeholders across Michigan to design a pilot program addressing maternal and child health inequities. Harper also served as a Certified Navigator during the 2022 Open Enrollment Period, helping individuals access health coverage. Eisen earned an M.P.H. in health policy from the University of North Carolina Gillings School of Global Public Health.
