Melinda Dutton

Melinda Dutton, J.D., is a partner at Manatt Health. She focuses on supporting large-scale transformative change in complex environments, and guides federal and state regulators, local governments, providers, and payers in navigating the legal, regulatory and market challenges of the health care landscape. Melinda has deep expertise in publicly financed health care—including Medicaid, CHIP and Affordable Care Act marketplaces; coverage expansion, delivery system transformation; and payment reform. She is currently serving as an advisor to the state of North Carolina on its Medicaid transformation efforts.
