Sharon Silow-Carroll, M.B.A., M.S.W., is a health policy analyst specializing in issues of health coverage expansion, quality improvement, and access to care for vulnerable populations. She has led studies to identify strategies that promote high quality, low readmissions, and high efficiency/value in hospitals, and prepares a publication on state initiatives to improve health system performance and to prepare for national health reform implementation. Prior to joining Health Management Associates (HMA), Ms. Silow-Carroll was senior vice president at the Economic and Social Research Institute (ESRI), where she directed and conducted research studies and authored numerous reports and articles on a range of health care issues. Ms. Silow-Carroll received a master of business administration degree from the Wharton School, and a master of social work degree from the University of Pennsylvania.
