Limiting the overuse of medical services is the topic of a commentary by Commonwealth Fund–supported researcher Carrie H. Colla in the New England Journal of Medicine (Oct. 2, 2014). Colla, based at the Dartmouth Institute for Health Policy and Clinical Practice, discusses the benefits and drawbacks of interventions that employ cost-sharing, financial incentives, and shared decision-making tools to reduce consumer demand, as well as those that rely on risk-sharing and decision support to alter provider behavior. She suggests the most effective approaches may be those that combine partial capitation or shared savings with outcomes monitoring and quality measurement.
