Surcharges for Smokers May Jeopardize Access to Insurance Coverage

Under the ACA, insurers offering health plans for individuals and small businesses are only allowed to charge more based on a few factors, including applicants' age and whether they use tobacco. In a new blog post, Georgetown University researchers describe how some states have chosen to limit the power of insurance companies to raise prices on tobacco users.
