France’s Health Reform Law was approved by Parliament in January 2016, with the following key provisions:
- Prevention as a health system focus, including: introducing neutral/brand-free cigarette packaging and enhancing nutritional information on food products.
- Improving access to care, including: expanding the third-party-payer system to all patients; providing a single telephone number to contact a doctor on duty; and reducing prices for glasses and dental care for low-income people.
- Creation of new patient rights, including: introducing class action suits against health care products when necessary; prohibiting health-related discrimination on bank loan applications; ensuring prompt access to abortion; and reinforcing transparency rules.
