A new report from the Commission on the Reform of Ontario’s Public Services finds that Ontario is facing significant financial problems due to the decline of its manufacturing sector and shifting demographics. The Commission chair and report author Donald Drummond recommends a substantial cost-cutting plan that includes a number of health care reforms, such as:
- capping the annual increase in health care spending at 2.5 percent;
- shifting treatment from hospitals to clinics and home care; and
- linking health care CEO and executive compensation to health outcome targets.
