A new report from the Urban Institute, based on research supported by The Commonwealth Fund, argues that replacing public Medicare insurance with vouchers to purchase private coverage would not promote competition and efficiency. To date, private Medicare Advantage plans have been unsuccessful in lowering costs. Instead, the authors say, restructuring payments to these plans to reward efficiency would slow the growth in costs without putting beneficiaries at risk.
