The project team will study the four third-party payment (TTP) programs described above through semi-structured telephone interviews with key-informants including the agency that administers the program, the entities that fund it, carriers that sponsor qualified health plans that enroll consumers with TPP support, and consumer advocacy groups. Interviews will be confidential to promote openness, and study findings will be compiled into case studies and circulated to interviewees for review of accuracy. Results will be written up in an issue brief, along with an assessment of the programs and future policy options.
