State-Based Approaches to Address Consolidation and Rising Prices

This project builds on prior efforts to analyze policy approaches that can reduce the impact of market consolidation on provider prices and insurer premiums. The project will consider 10 potential state solutions, summarizing prior work analyzing these solutions and then reviewing recent market developments, academic literature, litigation, and regulatory developments that occurred subsequent to previous publications. These analyses will be supplemented with targeted interviews. Ultimately, the project will provide both opportunities for and barriers to state‐based progress and will identify the most promising state‐based strategies that deserve additional study or active policy development.
