Sara Rosenbaum and her team will describe the ways in which the 39 states with comprehensive Medicaid managed care programs are using the discretion afforded them through managed care organization (MCO) contracts to prioritize and advance high-performing primary care for beneficiaries. The team will analyze state strategic planning documents, MCO contracts, and technical quality reviews conducted by external organizations. Interviews with officials at up to seven state Medicaid agencies and up to five MCOs will further understanding of the challenges states and plans face in strengthening primary care.
