How Kentucky Hospitals Would Fare Under a Medicaid Work Requirement

Health and Human Services (HHS) is expected to soon issue a determination on a Kentucky waiver request that includes making work requirements a condition for enrollment in Medicaid. HHS’s original approval was overturned by a federal district court, which said it was in violation of federal law.

In a new To the Point post, Randy Haught and colleagues at Dobson DaVanzo & Associates report that if Kentucky implemented work requirements in Medicaid, between 108,000 and 118,000 Kentuckians would lose coverage. Medicaid revenues for Kentucky hospitals would decline, doubling their uncompensated care costs and leading to significant declines in operating margins, especially for safety-net hospitals.
