Frank McStay, M.P.A., is an assistant research director for Medicare Accountable Care Transformation at the Duke-Margolis Center for Health Policy. He has broad expertise in value-based payments, clinical economics, and Medicare and Medicaid policy, and knowledge in statistical and computational modeling. Prior to re-joining Duke-Margolis (he was previously part of the founding staff of Duke-Margolis), McStay was a senior policy advisor at Baylor Scott and White Health, the largest nonprofit health system in Texas, and senior research assistant at the Brookings Institution. McStay earned an M.P.A., with a concentration on analytical methods and health policy, from the State University of New York at Albany.
