Jennifer Podulka

Jennifer Podulka, M.P.Aff., principal, Health Management Associates (HMA), is a Medicare-focused researcher, strategist, and policy adviser with more than 25 years of data analysis and project management experience. Prior to joining HMA, she advised Congress on payment and policy options for traditional Medicare and Medicare Advantage as a senior analyst for the Medicare Payment Advisory Commission and the Government Accountability Office. She has published numerous studies and presented to national audiences on topics including physician payment policy, Center for Medicare and Medicaid Innovation models, PACE, special needs plans, encounter data, Part D, COVID-19, and the federal budget and broader health care system context for Medicare policy. Podulka earned her M.P.Aff. from the University of Texas, Austin.
