Phap-Hoa Luu, Ph.D., is a research analyst at Dobson, DaVanzo, conducting qualitative and quantitative analyses in health services research, with a focus on current health care reform and value-based purchasing. Before joining Dobson, DaVanzo, she had seven years of experience working with transitional economies that underwent economic and public administration reforms at the International Finance Corporation/The World Bank Group and for J. E. Austin Associates. Dr. Luu holds an M.B.A. in Finance and Investment from the George Washington University.
