Vikki Wachino, M.P.P., is principal of Viaduct Consulting LLC, where she advises mission-driven health care organizations on policy, strategy, and implementation of groundbreaking approaches to advance the health of people and communities. She is also executive director of the Health and Reentry Project, an initiative to promote public health and public safety that she launched in February 2022 in partnership with the Council on Criminal Justice and Waxman Strategies. Wachino served as deputy administrator of the Centers for Medicare and Medicaid Services from 2015 to 2017, where she oversaw the implementation of major Affordable Care Act coverage expansions, the development of the first federal regulations establishing mental health parity in Medicaid and CHIP, and groundbreaking policies to expand services for people with substance use disorders. Her early career included stints at the White House Office of Management and Budget and the Henry J. Kaiser Family Foundation. She currently holds board and advisory committee roles with several health care organizations and nonprofits. Wachino holds an M.P.P. degree from Harvard University and a B.A. from Mount Holyoke College.
