In a new issue brief, Manatt Health researchers Joel Ario and Deborah Bachrach argue for greater collaboration between state Medicaid directors and state insurance commissioners to ensure people eligible for Medicaid and ACA marketplace plan enrollees have continuous access to coverage. The need for seamless coverage is especially important, they say, because many Americans move from one form of coverage to the other as their income changes.
