Senate Republicans added a provision to their repeal-and-replace bill that substitutes the individual requirement to have health insurance or face a tax penalty with a requirement to maintain continuous coverage. The Commonwealth Fund’s Sara Collins and Munira Gunja write that if such a policy were in effect in 2016, an estimated 21 million working-age adults would have been locked out of coverage for six months had they tried to buy a health plan in the individual market.
