The Scottish government is introducing legislation that will integrate health and social care by giving physicians a greater role in the development of policies for the care of the elderly and disabled, and by creating new organizations that will coordinate medical and community care. The organizations will replace the much-criticized "community health partnerships." These new partnerships will be funded by national and local government and be expected to reach specific national health targets such as reducing the number of emergency department visits..
