Should Quality Improvement Initiatives Undergo Ethical Review?

Do quality improvement initiatives meet the regulatory criteria for human subject research that would require them to undergo ethical review? Based on a survey of health professionals and hospital CEOs, a new issue brief finds that while most improvement initiatives are reviewed internally, they are rarely brought to an institutional review board or another independent body charged specifically with ethical oversight. The authors call for further investigation to understand these internal assessments and develop best practices for ethical review of quality improvement initiatives.
