Manatt proposes to research and develop an issue brief that highlights the impact of current federal Medicaid
restructuring proposals and alternative Medicaid financing structures on low-income Medicare beneficiaries
who also qualify for Medicaid. Manatt will focus its quantitative data analysis on a comprehensive review and
assessment of publicly available federal and state data, including from sources such as MedPAC and MacPAC.
As part of this analysis, Manatt will assess the role of Medicaid and Medicare for low-income Medicare
beneficiaries and explore the characteristics of this population that make them unique from Medicaid-only
and Medicare-only populations.
