Lisa Waugh, Ph.D., is an independent consultant with an extensive background in domestic and global health policy and evaluation research. She has worked with the Clinton Health Access Initiative and the Colorado Department of Health Care Policy and Financing. Most recently she served as a program director at the National Conference of State Legislatures. Past consulting projects have been funded by the Gates Foundation, the Lucille Packard Foundation for Children’s Health, Abt Associates, and the U.S. Agency for International Development (USAID).
