Christina L. Goe

Montana Attorney and Health Policy Consultant

Christina Lechner Goe, J.D., is an attorney with extensive experience in health insurance and health care law. Ms. Goe worked as staff attorney, chief legal counsel, and general counsel for the Montana Department of Securities and Insurance from 1999 to 2017. She was also active on several committees at the National Association of Insurance Commissioners (NAIC) during her time at the Department of Insurance. Ms. Goe worked in all areas of insurance regulation. Beginning in 2010, she worked exclusively on implementing state and federal health insurance laws, including the Health Insurance Portability and Accountability Act (HIPAA), the Affordable Care Act (ACA), and mental health parity laws. She has expertise in several areas of health care delivery reform, including patient-centered medical homes. In 2017, Ms. Goe established a solo law practice, focusing on state and federal health care law issues and other issues relating to health care delivery reform. She has consulted on and/or written several blog posts, issue briefs, and articles relating to short-term health plans, association health plans, health care sharing ministries, and mental health parity enforcement. She has acted as an independent contractor consultant for the Montana Health Care Foundation (MCHF) for the Montana Public Reinsurance Program, 1332 Waiver Application January 2018–July 2019. She also conducted the research and drafted the Montana Uninsured Reports for 2018, 2019, and 2020 for the MHCF. Ms. Goe has a B.A. in history from Stanford University and a J.D. from Santa Clara University Law School. She is member of the bar in California (1980–inactive) and Montana (1995).
